The UK Government has recently published the Construction Products Reform White Paper proposing fundamental changes in the regulatory landscape for construction products. Building on key recommendations from the Independent Review led by Anneliese Day KC and Paul Morrell OBE, the Construction Products Reform White Paper confronts longstanding weaknesses in the sector with a robust package of reforms expected to come into effect in 2027.

Among the highlights is the introduction of a General Safety Requirement, which will bring unregulated products into scope and set a new benchmark for accountability across the supply chain. Details of the safety requirement can be found here. Enhanced product information, tighter testing standards, improved certification oversight, and digitisation are central to empowering industry professionals to make safer, more informed choices. The White Paper also strengthens enforcement powers and clarifies regulatory responsibilities, laying the foundation for a unified national construction products regulator.

Anneliese Day KC commented: “It is encouraging to see a number of the Review’s detailed recommendations moving closer to implementation after many years of inaction. The White Paper reflects a clear commitment to reform and a strong appetite across industry, regulators and government to work together towards a shared ambition: safe products, safely used.”
